Jonathan (“Jack”) Harrington chairs the firm’s International Regulation, Enforcement & Compliance practice, leads our Cybersecurity team, and assists in leading our White Collar Defense & Investigations group. Corporations with a global footprint turn to Jack for compliance and governance advice; clients ranging from multinational public companies to individuals also seek his counsel on a wide variety of white collar and enforcement matters. He has conducted internal investigations throughout the world and has represented clients in Foreign Corrupt Practices Act (FCPA), anti-money laundering (AML), international trade sanctions, cross-border investment, and securities matters before the U.S. Congress, DOJ, SEC, and other federal agencies. Jack’s combination of legal, policy, and international business experience also enables him to advise clients on transactions and strategy.

Businesses need a trusted counselor to advise them on cybersecurity compliance obligations, responses to and mitigation of data breaches, investigations, and litigation. Jack offers clients critical guidance in this area and can help them navigate the often inconsistent web of legal requirements surrounding electronic data protection.
Jack also works closely with the firm’s Litigation group, where he focuses on federal commercial disputes. Jack has represented corporations and senior executives in complex business disputes and arbitration, often with an international component. He is also an experienced appellate litigator, representing clients before the U.S. Supreme Court and the U.S. Court of Appeals for the Second Circuit.
Jack joined CMM after practicing for many years in Washington D.C. and New York at an Am Law Top 20 firm. Jack’s diverse legal career also includes interning at the U.S. Attorney’s Office for the District of Connecticut and serving as a post-graduate legal intern in the White House Counsel’s Office, where he advised White House lawyers and policy makers on a range of international, criminal, and constitutional law matters. Jack was also a member of the Yale Supreme Court Advocacy Clinic—providing pro bono clients representation before the United States Supreme Court—and a legal fellow on the Senate Homeland Security Committee.
In addition to his legal practice, Jack is a recognized national security expert with broad experience across the government, academic, and consulting sectors. He is a Lieutenant in the United States Navy Reserve and a Fellow at the Truman National Security Project, who previously served as the research coordinator at one of Europe’s leading counter-terrorism think-tanks. Jack has advised various government agencies on intelligence, counter-terrorism, and homeland security matters, with a particular focus on the Asia Pacific region.
